The Cyfair soil can hold a perched water table 12 to 36 inches down from January through April in normal years, and it gets more clayey deeper down. A soft, wet base lets a slab settle unevenly. So we check the subgrade, dig out soft spots, and compact the base before we form.

    Cypress Creek and Heavy Rain

    The Cypress Creek watershed covers about 267 square miles, per the Harris County Flood Control District. More than 8,700 homes along the creek flooded in Harvey, and about 1,700 more in the 2016 Tax Day floods. Newer NOAA Atlas 14 data raised the 100-year, 24-hour storm here from 12.4 to 16.3 inches. On flat lots, that water needs a path. We slope patios and drives away from the house and keep new slabs from blocking the yard's drainage.

    Harris County Permits, Not City Permits

    Houston doesn't issue building permits in its ETJ. Harris County does require a permit to build or replace a driveway, sidewalk, or culvert in county right-of-way, and that often includes a driveway over a roadside ditch. The county's rules call for reinforced concrete culvert pipe at least 18 inches across. In the floodplain, fill can't be used to raise a structure in the 100-year zone, and fill in the 500-year zone must be offset. We check the flood map and pull the county permit when a job needs one.

    Newer Homes Under HOA Review

    Census data puts the median build year at 2011 in 77433 and 2003 in 77429. About 8 in 10 occupied homes in both ZIPs are owner-occupied, and many sit in master-planned communities. In Towne Lake, for example, requests to change a home or yard go through the Towne Lake Community Association for review. Check your own HOA's rules before work starts. Do I need a permit for concrete work in Cypress, TX?

It depends on where the work is. Cypress is unincorporated, so the City of Houston does not issue building permits here. Harris County requires a permit from the County Engineer to build or replace a driveway, sidewalk, or culvert in county right-of-way. That often covers the apron by the street or a driveway over a roadside ditch. Work in a mapped floodplain can also need county review. Why does water pool on patios and driveways in Cypress?

Much of Cypress is nearly flat. USDA soil surveys map large parts of it as Cyfair and Clodine soils on 0 to 1 percent slopes. Both are rated somewhat poorly drained with high runoff. In the Cyfair soil, a seasonal water table can sit one to three feet down from January through April. When a slab has too little slope, or sits lower than the yard, rain has nowhere to go. We set a steady fall away from the house and tie the slab into your lot's drainage path.

Can I build a slab foundation in the floodplain in Cypress?

Not on fill. Harris County's floodplain rules say fill can't be used to raise a structure in the 100-year floodplain. There, a new home or addition needs an open foundation, such as piers, or foundation walls with openings, designed by a licensed engineer. Fill placed in the 500-year floodplain must also be offset with equal flood storage. Outside the floodplain, a slab-on-grade foundation is common. We check your lot on the flood map before we plan new foundation work or foundation repair.

Should I repair or replace an older concrete driveway in Cypress?

Age alone doesn't decide it. Census data puts the median build year for homes in ZIP 77429 at 2003, so many driveways there are now more than 20 years old. Thin hairline cracks can often be sealed. Sunken sections, lifted edges, and wide cracks that keep growing usually mean the base under that section has failed.
